Daniels to approve reading test to enter fourth-grade
East Allen Times:
INDIANAPOLIS - Gov. Mitch Daniels is expected to approve a plan Tuesday requiring third-graders to pass a new reading test before they can enter the fourth-grade.
The state Board of Education approved the proposal last week. Daniels pushed to end "social promotion" of third-graders in his State of the State address last year.
The new policy will take effect for students finishing the third grade in 2013....
