The elderly Portland woman arrested recently in Adams County for 17 child restraint violations pleaded guilty to those violations on Tuesday in Adams Superior Court.
Judge Patrick R. Miller then fined Mary C. Bollinger, 82, $300, which was a break from the $425 he could have imposed, since the fine for each such.....
